THE PRESIDENT PROMOTES TEN FOREIGN SERVICE MEMBERS TO THE RANK OF AMBASSADOR

The Foreign Ministry is pleased to report that President Felipe Calderon Hinojosa, in exercise of the powers conferred upon him by the Mexican Foreign Service Act, has promoted the following career diplomats—all of them currently ministers—to the rank of Ambassador of Mexico:

Minister Alicia Guadalupe Buenrostro Massieu, currently Consul General of Mexico in Hong Kong. A Foreign Service member since 1990, she was promoted to the rank of minister in 2006. Among other positions, she has been Deputy Head of Mission in the Spanish embassy; Deputy Director General for Africa and the Middle East; and Adviser to the Undersecretary. She has also worked in the Directorates General for Europe and Africa, Asia and Oceania. Abroad, she has also been posted to the embassies in the U.S. and the United Kingdom. Outside of the Foreign Ministry, she has been commissioned to the Ministry of Tourism and the office of the Mexican president. She holds an MA in Political Economy from the London School of Economics and a BA in International Relations from the University of the Americas.

Minister Socorro Flores Liera, currently advisor to the Undersecretary for Multilateral Affairs and Human Rights, has been a member of the Foreign Service since 1992 and minister since 2009. Among other posts, she has been Director General of Global Issues; Advisor in the Office of the Foreign Secretary and Chief of Staff of the Undersecretary for Multilateral Affairs and Human Rights. She has also worked in the Legal Office and for Undersecretary "A." Abroad, she has been posted to the Mexican embassy in Austria and in New York to the mission to the United Nations. She was also commissioned to the liaison offices of the Criminal Court in New York. She holds a masters degree in law from the Universidad Nacional Autonoma de Mexico and an undergraduate degree in law from the Universidad Iberoamericana.

Minister Enrique Rojo Stein, a Foreign Service member since 1991, is currently the Director General of Special Affairs in the office of the Undersecretary for North America, where he has also served as Chief of Staff. In addition, he has served in the Directorates General for North America and Consular Affairs. Abroad, he has been in charge of Political Affairs at the Embassy in Washington, D.C. and was posted to the Consulate General in Los Angeles. He has a master’s degree in military administration for security and national defense from the Mexican Army and Air Force University, and a BA in International Relations from the Universidad Nacional Autonoma de Mexico.

Minister Porfirio Thierry Muñoz-Ledo Chevannier, currently Ambassador of Mexico in Morocco, has been a member of the Foreign Service since 1986 and was promoted to the rank of minister in 2001. He has been Consul in Boston, Deputy Head of Mission in France, Director General in the Cultural Affairs Unit, Director General for the United Nations and Advisor to the Undersecretary for Africa, Asia-Pacific, Europe and United Nations. Abroad, he has also been posted to the embassies in Austria, the UK and the Mexican mission to the International Organizations in Geneva. He holds a Masters in Public Administration from the London School of Economics and a BA in Law from the Autonomous Metropolitan University.

Minister Ricardo Cámara Sánchez, currently Consul General in Atlanta, became a member of the Foreign Service in 1977 and was promoted to the rank of minister in 1998. He has been Mexico’s ambassador in Vietnam, Foreign Ministry delegate in Toluca, Deputy Chief of Mission at the Mexican embassy in the UK, Human Rights Coordinator in the Foreign Ministry´s Legal Office and Consul of Mexico in Paris. He has also been posted to the Mexican embassies in the United States, Peru and France. He holds a doctorate in Law from the Universidad Nacional Autonoma de Mexico and a Ph.D. in International Relations from the University of Paris-Sorbonne. He has an MA in International Political Relations from the International Institute of Public Administration in Paris, France, and graduate studies in American Law from the University of New Mexico. He holds an undergraduate degree in Law from the Universidad Nacional Autonoma de Mexico.

Minister Juan Carlos Tirado Zavala, currently Ambassador of Mexico in Iran, has been a member of the Foreign Service since 1988, rising to the rank of minister that same year. He has been Deputy Head of Mission in Russia, Portugal and Greece. He has also served in the office of the Undersecretary for Latin America and the Caribbean and the Directorate General for Europe. He was commissioned to the Ministries of Interior and Labor. Abroad, he has also been posted to the embassy in Italy. He holds a certificate in International Politics and a BA in International Relations from the Universidad Nacional Autonoma de Mexico.

Minister Luis Manuel Lopez Moreno, currently Ambassador of Mexico in Haiti, has been a member of the Foreign Service since 1982 and minister since 2000. He has been the Ambassador to Belize, Consul in McAllen, Texas and Director General of the Diplomatic Liaison Center. He has also worked in the Directorates General of Protection and Consular Services, the UN and the Foreign Service. Other posts abroad have included the embassies in Canada and the United States. He graduated in Sociology from the Universidad Nacional Autonoma de Mexico.

Foreign Minister Alejandro Ives Estivill Castro, the current Deputy Chief of Mission of the Mexican embassy in the United Kingdom, has been a member of the Foreign Service since 1994 and minister since 2009.  He has been Director General for North America, Director General of Cultural Affairs, Chief of Staff for the Undersecretary of Foreign Affairs and Advisor to the Foreign Secretary. Abroad, he has also been posted to the embassy in Costa Rica. He has an MA and Ph.D. in Spanish Literature from El Colegio de Mexico and holds an undergraduate degree in Spanish Language and Literature.

Minister Raul Nava Lopez Lira, currently Ambassador of Mexico in El Salvador, has been a member of the Foreign Service since 1981 and minister since 1993. He has been Ambassador to Nicaragua and Saudi Arabia, Consul in Salt Lake City, Deputy Head of Mission in Norway, the Holy See and in Honduras, and Deputy Consul in Los Angeles and Alternate Representative to the FAO. He has also served in the Directorate Generals for North America; the Foreign Service and Human Resources; Eastern Europe and the USSR. Abroad, he has also been posted to the embassy in Austria. He graduated in International Relations from the Universidad Nacional Autonoma de Mexico.

Minister Jose Arturo Trejo Nava, currently Ambassador of Mexico in Saudi Arabia, has been a member of the Foreign Service since 1980 and minister since 1998. He has been the Ambassador to Belize, Deputy Consul in Berlin (twice), Charge d'Affaires in Russia and Deputy Head of Mission in Germany. He has also served in the Directorate General for Europe. It has Master in International Relations from Boston University and a BA in Physics and Mathematics from the National Polytechnic Institute.
