PRESIDENT FELIPE CALDERON PROMOTES THREE MINISTERS TO THE RANK OF AMBASSADOR

The Foreign Ministry is pleased to report that President Felipe Calderón Hinojosa, using the powers conferred upon him by the Mexican Foreign Service Act, has promoted the following Ministers, all career diplomats, to the rank of Ambassador:

Minister Arturo Hernandez Basave. - Currently Director General for the United Nations. Promoted to Minister in 1993. He has served as Ambassador to Pakistan, Deputy Chief of Mission in Chile and the Netherlands, Alternate Representative to the International Organizations.  Also abroad, he has been posted to the Permanent Mission of Mexico to UN and the Embassy in Greece.  In Mexico, he has served in the Directorates for Latin America and the Caribbean, the United Nations and regional organizations. He holds a law degree from the National Autonomous University of Mexico (UNAM).

Minister Gerardo Lozano Arredondo. – Currently, Ambassador of Mexico to Jamaica. Promoted to Minister in 1993. He has served as Ambassador to St. Lucia, Director General of Technical and Scientific Cooperation, Alternate Representative to the Organization of Economic Cooperation and Development and was in charge of Economic and Multilateral Affairs at Mexico’s Permanent Representation to the UN. He has been also been posted to Mexico’s embassies in France and Uruguay. He holds a Masters degree in National Security Planning from the Center for Advanced Naval Studies, a BA in Economics from the UNAM’s Acatlán National School of Professional Studies.

Minister Raúl Heredia Acosta. – Curently, Private Secretary to the Foreign Secretary. Promoted to Minister in 2012. He has served as Private Secretary to the Undersecretaries of Multilateral and Economic Affairs, and for Latin America and Asia-Pacific. He has been posted twice to the Embassy of Mexico in Japan, where he worked in Economic Affairs. He was also assigned to the Embassy of Mexico in the United States. He holds a Masters degree in Economics and an undergraduate degree in Industrial Engineering from the University of Guadalajara.

During the current administration, President Felipe Calderon has promoted 32 career ministers to the rank of ambassador. In addition, as part of the efforts to further strengthen the Mexican Foreign Service, a total of 397 diplomats were promoted in the Diplomatic-Consular branch and 347 in the Technical-Administrative branch of the Foreign Service.
