APPOINTMENTS MADE IN THE FOREIGN MINISTRY

On instructions from President Enrique Peña Nieto, Foreign Secretary José Antonio Meade has made the following appointments in the Foreign Ministry:

Undersecretary of Foreign Affairs: Carlos Alberto de Icaza Gonzalez, career diplomat since 1970. He has held various positions in the Foreign Ministry, including Undersecretary for Latin America and Asia Pacific and Ambassador of Mexico to Ecuador, Argentina, Belgium, Japan and the United States. He is currently Ambassador of Mexico in France.

Undersecretary for Latin America and the Caribbean: Vanessa Rubio Márquez. She holds a BA in International Relations from the National Autonomous University of Mexico (UNAM) and a Master of Science degree from the London School of Economics. She has held various positions in the public sector, including Director for North America, Asia Pacific and the Caribbean in the Finance Ministry; Executive Director of Mexico to the Caribbean Development Bank and, recently , Head of the International Financial Affairs Unit at the Finance Ministry.

Undersecretary for Management and Budget: Ignacio Vázquez Chavolla. He received a law degree from the UNAM and a Master’s degree in International Law from Cornell University. He has held various positions in the public sector, at Petroleos Mexicanos, Financiera Rural, the Energy Ministry and the Finance Ministry, where he served as Advisor to the Secretary, Director General for Income and Director General for Finance. He has also been the Chief of Staff to the Finance Secretary.

Head of Internal Control (OIC): Paulo Arturo Tellez Yuren. He holds a law degree from the Universidad Iberoamericana and did postgraduate studies in Tax Law at the Universidad Panamericana. He has held various public offices: Legal Advisor in the President’s Legal Affairs Office, Director for Contraband of the Federal Tax Attorney, Head of Internal Control in the Energy Ministry and Manager for Strategic Coordination in the Tax Administration Service ( SAT).
