NEW APPOINTMENTS TO SENIOR POSITIONS IN MULTILATERAL AFFAIRS AND HUMAN RIGHTS IN THE FOREIGN MINISTRY
The Foreign Secretary has made three new appointments to senior positions for Multilateral Affairs and Human Rights in the Foreign Ministry: as new Director General of Human Rights and Democracy, Alejandro Alday Gonzalez; as new Director General for Global Issues, Roberto Dondisch Glowinski; and as new Secretary to the Undersecretary for Multilateral Affairs and Human Rights, Raul Vargas Juárez.
Alejandro Alday González graduated in Law from the Iberoamericana University and holds a Master’s degree in Diplomatic Studies from the Foreign Ministry’s Matías Romero Institute. He has been a member of the Mexican Foreign Service since 1998 where he has served as General Counsel to the Permanent Mission of Mexico to the Organization of American States, responsible for Mexico’s agenda with the Inter-American Commission on Human Rights, and as Legal Counsel to the Permanent Mission of Mexico to the United Nations in New York, responsible for the agenda of the Third Committee (Cultural, Social and Human Rights) and, subsequently, of the Sixth Committee (Legal). He also worked with the Security Council team at the New York mission from 2009-2010, responsible for legal issues related to international criminal justice, international humanitarian law and international human rights law. From September 2010 to March 31, 2013, he served as Deputy Director General for Legal Cases, Democracy and Human Rights in the Foreign Ministry.
Dr. Roberto Dondisch Glowinski graduated in International Relations from the Iberoamericana University and holds a Master of Science in Foreign Service degree from Georgetown University, a Master’s degree in International Economics and a PhD in International Relations from the Johns Hopkins University School of Advanced International Studies (SAIS). Since 2007, he has served as Special Advisor for International Security to the Undersecretary for Multilateral Affairs and Human Rights. He was the contact for Mexico's participation on the Security Council from 2009-2010, Coordinator of the Youth-20 Summit and Alternate Coordinator of the COP-16/CMP-6 climate meetings in Cancun. He was also the Chief Negotiator for Mexico for the Arms Trade Treaty that was adopted on April 2nd in the UN.
Raul Vargas Juarez graduated in International Relations from the Instituto Tecnológico Autónomo de México (ITAM) and holds a Master’s degree in International Relations from the Graduate Institute of International Studies, University of Geneva, Switzerland. He joined the Mexican Foreign Service in 2005 and has been posted to the Mexican consulate in Shanghai and the Permanent Mission of Mexico to the United Nations, where he was part of the Security Council team in 2009-2010 . Subsequently, he served as Head of the International Affairs Unit of the State Government of Hidalgo, until March of this year.
The Foreign Ministry thanks Ambassador Ernesto Cespedes Oropeza for his work as Director General for Global Issues, Ambassador Alejandro Negrin for his, as Director General of Human Rights and Democracy, and Francisco Castro for his, as secretary to the Undersecretary for Multilateral Affairs and Human Rights. Their support was invaluable and they will be given new responsibilities in the Foreign Ministry where they will serve with their characteristic professionalism, dedication and team spirit. |
